What is this on the leaf?

I have this whitish stuff on the underside of many leaves of my pepper plants.  
 
Does it have anything to do with aphids? I had bad infestations of aphids on these plants all winter, but it lessened over time. I haven't seen any for a while now, thanks in part to a few resident ladybugs.  
 
I had picked these affected (with ?) off all winter thinking they it might be related to the aphids, but now I am wondering. Aphids love the flowers and usually gather there, but I am not seeing any on them either.  
 
Is it anything to be concerned about?

Mealy?

Kind of looks like mealy bug eggs, google it. Could be something entirely different though.

Q-tips and Rubbing Alcohol

I have had mealy bug infestations before... if the plants aren't too big and you have the patience, you can dip a qtip in rubbing alcohol and swipe them off. The alcohol kills them and then just wipe the leafs off with a damp cloth.  
 
Works like a charm!
