Evacuation and Repatriation Team (SERT) Responder Volunteer

The Support to Evacuation and Repatriation Team (SERT) is activated for large-scale responses in Manitoba where evacuation support is required in the affected community. The incumbent of this position will be assigned as a member of a two-person response team to enter a disaster-affected community and support with the evacuation of all community members that are approved to evacuate. SERT responders will deliver a specific service related to the accompaniment of community members during a disaster response, however, must know how to deliver all services at the ERT level. During non-response times, the SERT Responder will resume regular CRC assigned duties.  SERT Team members commit to 12 weeks on-call rotation over the next year which includes approximately eight, 1-week blocks during April through September and an additional two, 2-week blocks October through March.




Responsibility 1. _Disaster Preparedness                                                                                                                               


  • Support relationship management with key First Nation members including Emergency Coordinator
  • Support towards emergency planning including plan review
  • Complete and maintain all required pre-deployment paperwork and training
  • Supply an availability calendar and participate in an on-call rotation for readiness to deploy
  • Attend workshops, trainings, exercises, and meetings as required

Responsibility 2. Evacuation Coordination


  • Be prepared to deploy to a disaster-affected community within 30 minutes of deployment activation by CRC Operations Manager
  • Liaise with local Community emergency response team and CRC Operations Manager to prepare the community for evacuation
  • Provide appropriate services as assigned in the SERT Manual and Emergency Management Systems for Aboriginal Communities (EMSAC) Service Delivery Plan
  • Coordinate the evacuation with the Community?s Emergency Coordinator
  • Assist with coordination and communication between CRC and key stakeholders (e.g. AANDC, First Nation leadership, EMO, ESS, Man Health, ODM, Law Enforcement, Natural Resources and other relevant Emergency Service providers) as requested by CRC Operations Manager
  • Develop, maintain, and communicate manifest listings for all evacuations
  • Participate in assessment process with Community?s Emergency Coordinator upon arrival in community to identify point of arrival, staging area and lodging arrangements
  • Support in ensuring secure / safe transport (road/air/water). Provide comfort to clients in transit
  • Complete necessary evacuation paperwork, files, reports, statistics and logs in a timely manner
  • Communicate and report on progress, as appropriate, to the Operations Manager
  • Ensure maintenance and security of all CRC kits (both team kits and personal kits)


Responsibility 3. Repatriation Support


  • Confirm order to return home
  • Support in the development of priority manifest
  • Support in the completion of community repatriation assessments
  • Provide appropriate services assigned, based on the repatriation procedures for Manitoba First Nations  
  • Assist with coordination and communication between CRC and community emergency response team



Responsibility 4. Close of Business


  • Participate in the debriefing and review of the delivery of the assigned services.
  • Inventory and restock all kits in preparation for future deployments 
  • Contributes to a healthy and safe working environment.
  • Performs other duties, as required


The incumbent must have the commitment to the Fundamental Principles of the Red Cross Movement and model the core competencies of the CRCS: team excellence, service excellence, accountability and results focused.

  • This position requires a satisfactory Criminal Records Check required and satisfactory vulnerable sector check or a satisfactory Enhanced Police Information Check (EPIC)
  • If driving for society business; a valid driver's license is required with a satisfactory drivers? abstract.


  • Completion of High School Diploma or an equivalent experience
  • Must be a current Canadian Red Cross Volunteer in good standing, residing in Winnipeg
  • Successful completion of training programs noted below:
  • Introduction to Disaster Management & Introduction to the Red Cross and Red Crescent Movement
  • Current certification in Standard First Aid
  • Emergency Response Team Responder
  • Emergency Response Team Supervisor
  • Building a Safe and Respectful Workplace
  • Introduction to Reconciliation and Working with Indigenous Peoples
  • EMSAC Service Delivery Plan Workshop
  • Understanding of Red Cross role in disaster response and recovery
  • Understanding of Indigenous populations in Manitoba
  • Knowledge of community resiliency and capacity building practices


  • Excellent interpersonal skills, including handling interactions with clients, community partners and colleagues
  • Strong verbal and written communications skills in English, including strong presentation skills. Additional languages are considered an asset
  • Well-developed listening, assessment, and problem-solving skills
  • Demonstrated ability to empathize with clients concerning their personal and/or health-related issues
  • Dependable and able to work independently and as an effective team member
  • Ability to effectively execute assigned tasks in a high-pressure environment and remain calm during a crisis
  • Ability to adapt to changing circumstances in a fast-paced environment
  • Ability to influence others
  • Computer literacy, competency in using database systems and functionality
  • Ability to be on-call when scheduled ? approximately 12 weeks per year.
  • Ability to respond during non-traditional hours and deploy on short notice.



  • Potential for responding in disaster areas affected by weather conditions, as well as difficult, unstable conditions (environmental, physical, social, etc.) and uncomfortable conditions (noise, odours, smoke, humidity, vulnerable clients). These health and safety conditions can affect the physical and psychological state of the responders on site and will be considered prior to each deployment.
  • The incumbent may need to stand for several hours when responding to a client.
  • Ability to travel overnight for three to five days at a time is required. The incumbent will be required to fly or drive into remote Manitoba communities.

A valid provincial driver's licence and First Aid Certification (training provided) is required.This position also requires a successful Canadian criminal record check with vulnerable sector screening. Candidates must be 18 years of age or older.
