Snow piles on the sidewalk!

I thought downtown businesses were suposed to clear the sidewalks in front of their establishments??? I walk by the same place for years and they NEVER clean the walk. I have tolerated this for a long time, but today, not only did NOT clear the sidewalk, but plowed out their parking lot and left a 4-5 foot tall snow bank across the side walk!! The business was closed already, so I will vent here untill I can talk with the owner.
ps. If you need to walk past 13th and rosser, you might want to bring a shovel/snowboots!.
