rapid city water?

Gonna be a bit of a rant.
Somehow I can't seem to find any discussion on their water issues from this summer. Was curious about the end results. Perhaps it was in the paper though and I missed it. but from what I've heard, they still aren't resolved and aren't expected until next year.
this is what I've heard perhaps someone can correct me or fill in the blanks:
a section was washed out during flooding, which cut off the homes on north side of 'river' (8? or so). Those homes use wells and aren't connected to the town water supply. So since the wash out the water level is too low and they have none available in their residences. So some of them were carrying pails or jugs of water to their homes to use.
Apparently there is a supply pipe coming up on the North side, but hasn't been connected yet to any of those homes. Even though there have been some residents offer to pay to have the line trenched to their houses.
So now some of them have resorted to buying external water tanks to sit outside and hookup to provide water until this gets sorted out next year.
