I am not aware of a "Covid Enforcement Team" per se but there are a couple of scenarios that may fit what you are asking.
If a person returns from travel and is required under the federal act to quarantine, local police of jurisdiction (here, Brandon Police Service (BPS)) will be tasked with doing compliance checks. They should attend to the residence to confirm that the person is in fact at that residence, rather than just placing a phone call. With today's technology, checking by phone is really a pointless exercise.
The second scenario is local enforcement of the provincial public health orders, which are usually complaint driven as they relate to a private residence.
In neither scenario though, are police granted permission to enter the residence unless they are invited in, or other extenuating or emergent circumstances arise. Entry into a private dwelling without a judicial authorization is prima facia unreasonable and neither federal or provincial health orders have granted the extraordinary exception of warrantless entry and search.
The retention of records falls under federal, provincial, and municipal statute and would be protected the same way as all other personal information. I am not aware of any private entity (eg, a private security company) being given personal information.
Hope this helps.
