basic cell phone no bells and whistles just for emergencies .  
where to buy ? cost ?

We got a basic cell plan for our daughter through Telus. She gets unlimited texting and 100mins of talk a month for $15 plus taxes. She only gets data if she is on wifi and we did bring our own device.

What kind of emergency? Any cell phone whether its activated or not has the ability to dial 911.

say for example having trouble with car it:s dark , late need to call family . friend to help that's a emergency to me.

I have gotten my past few phones for free by asking around. When people get new phones, usually their old phones work just fine still and you might have friends and family that have phones kicking around that aren't being used. We've received a total of 5 free cell phones over the years this way. My current phone is only 3 years old and works perfectly, the previous owner just wanted something newer/better/faster/fancier.  
 
All phones should be unlocked now days (and if they're not, you just have to get the previous owner to call and have it unlocked), so it's just a matter of getting a SIM card with your provider of choice and popping it in and setting it up. You can do this process yourself ussing instructions online from the provider.  
 
I have a annual plan with Rogers. I pay $180 for the year up front, which is the same as $15/month if you broke it down that way. I have unlimited plain texts and 50 minutes of daytime minutes (but unlimited evenings and weekends). I've rarely hit my 50 min daytime in all the years I've had this plan. The price terms and price has also not increased in all the years I've had the plan.  
 
I don't have data out of the house, but I'm connected to wifi in my house or if I'm anywhere with a hotspot. I have WhatsApp that I use to send picture messages etc.  
 
I've been 100% happy with the service and value I get with this set-up, and all it costs me is $15/month!

you refering to finding a basic phone like a flip phone and not phone plans, but where to get a basic phone and how much aprox? I went back to using a basic flip phone and a alcatel go flip (the first model, not the newer versions) as I dont have to worry if I accidently drop the flip phones, and find the calls can be clearer on flip phones sometimes, although texting is old school but not hard. iI keep a smartphone with Lineage OS on it (non google android, it works good for me) incase I need to do alot of texting. I got my flip phone from this site bought it off someone for cheap.
