Old Wooden Bar - How to repair? Paint? Looking for any ideas

Hello,
Have a wooden bar downstairs that has exposed wood and paint on it. Unfortunately house came with it like this...

Would like it an actual finished look. Does anyone have any advice or ideas? Is there a handyman up for the job of making it look better? Willing to pay
