Sadly with internet/tech issues you generally end up getting asked if you did certain things over and over because some people's "everything" isn't the same as others. I'm going to guess you tried all of this and you don't seem to be the only person who has had these issues in the past week. Did you try clearing the cache(maybe it's holding something persistent through the factory reset), it could be a DNS/routing issue since you've checked your connection, did you use a phone to see if a new modem/wifi has popped up in that band with a Wifi Analyzer? You might just be getting a ton of interference and need to switch your modem's band to a cleaner area.
Given that it's 2 sticks of the same brand with the same outage there's always the possibility that maybe it is Roku's issue.
A supposed path to try following(Was for HBO Max which is having a similar issue):
We would recommend the following, specifically in this order:
– Log out of the channel
– Removing the channel from your Home screen
– Restart the Roku device
– Add the channel back to your device
Also saw someone say that their sticks worked fine when tethered to their phone but not to their internet which is strange also saw one person's post where they have 10 roku devices all down right now while the rest of their services work... Yay tech!
