This has been temporary for long enough. make it right before winter

How this has been allowed to stay that way this long is kind of perplexing, I've lost track of how many near accidents I've witnessed there.  
 
When the "temporary" warning sign has been there thru more than 2 paving seasons you know something is fishy

After at least two years, it is no longer a temporary access.  
The temporary access made sense during construction. It should have been shut down and the permanent entrance by the road to the airport should have been completed BEFORE the station was allowed to open. For goodness sake this is a left hand turn in a 100 kmh zone with no bypass lane. Maybe the government is waiting for someone to be killed there. Remember the government is nothing if not reactive.

Have had and have seen many near misses. Also going north people try to go around the cars sitting to turn in while others stoped and then someone tries to pull out with someone blasting by. Why can’t the airport road be used for that gas station and that entrance blocked, there seems to be a gravel road set up that could be used Traffic speeds up to 100 and has to come to a dead stop going north. Maybe the speed limit will have to be changed but still plugs up the highway. The current set up has been going on now so long seems completely ridiculous. I did write to the highways department near the two year mark. k we may actually be closer to 3 years of “temporary” access.

They’ll definitely reduce the speed limit, to below 100, south of the airport turnoff.

That piece of land had road access off of number 10 when it was a barn and a house only. When it was approved for redevelopment the rm and province must have approved a plan to allow it as is or put in another option. There is access to the gas bar from the north off of the road that leads to the airport. There is a control intersection with the a turn lane going west when going north on number 10. It would be safer. That being said the question is is that the approved access to the gas bar and offices.  
 
The real question is what was the approved access to this land and if it is different than present what is the plan and the time frame for development.

They are playing politics with peoples lives. If you want results start bombarding your local MP with your concerns.

what it needed was a roundabout at the airport junction, 70kmph from there to Brandon, then remove the temporary access. Motorists are hardly going to lose more than a few seconds in that stretch.  
The hard shoulder going North is an emergency lane and not to be used for passing vehicles that are waiting to turn,( it is an offence under the highways act) yes it is inconvenient to have to slow down or even stop, but again is a few seconds so important.  
The biggest problem is the impatience of drivers and you cannot fix stupid.

Just to clarify, it is not an offence under the HTA to pass a vehicle on the right if the vehicle in front is turning left. I'm not saying that this section of the highway is not dangerous, it is, and just a matter of time before there is a rear end accident resulting in death or injury. The highways department needs to address this asap. For the life of me I can't understand how they would get a building permit without putting a plan in place about a turning lane.

I did not say it was an offence to pass on the right. It is an offence to use the emergency lane when it is not an emergency. It involves crossing a solid white line, which is illegal under the highways act. As is crossing a solid yellow line.  
I agree that the whole situation should have been settled before opening of the gas bar.

MPI has a video as part of the online driver handbook that clearly demonstrates that it IS acceptable to cross the solid white line, driving onto the shoulder, to make a pass on the right, when a vehicle is turning left.

This scenario is a bit different. Oftentimes First Nations do not take out permits to construct( and they don't have to), and I believe this may be the case with the service station on PTH10.  
 
The Province has, on occasion taken it upon themselves to correct improper site access, even in Brandon. This situation is a tad more complicated because it involves a First Nation, which technically is a higher level of government than the Province.

The video specifically shows an X for not allowed when the vehicle crosses the solid line onto the hard shoulder.  
The relevant sections of the highways act are 115 (1) and 115 (2).

Watch the video at the bottom, around the 2 minute 5 second mark. It's very clear. So I'd say MPI needs to update their video. The video clearly shows a vehicle crossing a solid white line into what certainly appears to be the shoulder to pass on the right.

the 1.33 mark is where it shows not allowed. The later one is at a road junction where the solid white line is broken for the intersection, so yes is allowable at that point.

Sit two RCMP and ticket hard and drop the speed … do both asap

I had to go north on #10 today and saw the 60km/h signs and thought that was going to be the big fix, turns out it was highways crew doing some road work lol
