Fairly steady inmigration

It does appear that when the accommodations are built they are occupied I don't know that with any authority but that is how they look ( mind ou places come with basic window covering etc now so it is herd to tell) ,hence my question. I just look at the basically empty Vic Common, and small strip malls with vacancies for a long amount of time, we are now going to have a large shopping center just down the road from a mall that can't keep it's spaces filled.
People have to have jobs to buy/rent these newer places , I imagine they aren't "cheap", we also have classroom shortage so there are kids and where there are kids there are adults, where are they employed? I do think the classroom shortage is in part due to language dedicated schools which we didn't have before .I of course may be out to lunch on this and movers and shakers in this city might say there are a ton of business here. I was once told by our previous mayor when I asked the question " they wouldn't build them if they weren't selling"

We've had a fairly steady pace of immigration in recent years. Lots from Africa (especially Nigeria), and lots from South Asia. They're coming with big families with lots of kids. We've also had an infkux of Ukranians and are expecting more Filipinos with the recent recruitment the province has done. I see lots in service jobs, as most have good English skills, and some are remote workers from the people I've met. But I otherwise am not sure what jobs are attracting them, just that they are *all* employed, at least the ones I've met. Just not always in their field, especially if they have a medical background. It seems really hard for them to get recertification here.
The classroom population has basically exploded since 2005ish, when Maple Leaf started bringing over lots of people. We're supposedly one of the fastest-growing divisions in the province. French Immersion was busting at the seams and needed more room, and schools they shuffled around were supposedly underutilized. Access to French education might be protected by the Charter, IDK. So there's a duty to accommodate there. If the kids weren't in French Immersion, they'd be in an English program. Every single school is over-capacity at this point. We need more classrooms and faster. Plus the funding for the staff. Lots of newcomers have the parents knowing English, but often not the kids. This adds extra burden to the system.
As for Vic Commons, IDK if it will ever get fully developed. It's convenient for those of us living out here, but unless it can attract an anchor tenant that will get people to drive out here, it's probably a losing proposition.
