The main problem is stupid people do dumb actions, cameras or no cameras. Water features bring out the crazy from some. From using it as a drinking fountain, to a wash basin, to a toilet. If we think of the horrible possibilities that could be done... it's probably has already happened numerous times. That feature has turned into a liability for the city. Even if the water was drained and flushed every evening, a water sample of that day would probably be shocking to the public when analyzed. The best solution would be to move it out from downtown, if people want it running again. Maybe inside of one of the public spaces? City hall has a lot of dead space inside, or one of the main concourses at the Keystone?
Just my opinion, I could be wrong.
