What red tape would that be?  
 
Hiring engineers, architects and a contractors and putting together a design that requires expertise from Electrical, Mechanical, Structural, and Civil Engineers and Architects? And then securing contracts for the framers, concrete crew, excavators, electricians, plumbers, finishers and landscapers?  
 
Or is it completing the review process with the Province because it's flanked by two highways?  
 
Or is it getting zoning approvals, building permits, and development permits?  
 
Or is it securing approval from the utilities to service the lot with hydro, gas, water and sewer?  
 
Putting together a design and getting approvals from the province and the City can take months, especially when it's for a building located at the intersection of 2 highways.

If memory serves me correctly, there was at one time, gas pumps at that corner. I wouldn't be surprised that any new builds on once a gas station would require an extensive process before getting "the green light" to build. Throw in the extra costs in finance, these days, and I can see any future investment project at that corner being put off for a while.  
 
Just my opinion, I could be wrong.

The process can be tedious and long...especially when getting through the approvals.  
 
Decisions have to be finalized down to how many bicycle racks (no joke), handicapped parking spaces and type of deciduous trees you have to use...for continuity of course.  
 
Our planning dept has proven to be a challenge at the best of times.

I've gone by their Winnipeg location on Route 90 but haven't stopped in...now I'll have to! Spoke to quite a few people who have been there and they quite liked the atmosphere, food and selection of beers. Sign me up!
