I would like to have law enforcement way in.  
Is it legal to make a left turn in the middle of a block to angle park on left side of the street?

I'm not law enforcement, but it's legal to make a left turn in the middle of the block to park in a driveway. Is it really that much different?

A driveway is on private property.  
To angle park on the left , a driver is making a u turn in the middle of the street which is public. Left turn to a driveway is usually a 90 degree angle.

what street are your referring to?

I couldn't find anything on MPI about it but did find an older ICBC article all about this.  
 
So Turning in to a driveway across the center line is fine as it is considered a 90 degree turn. But to angle park you are going more then 90 degrees so it is considered a u-turn in the middle of a street/roadway which is frowned upon.  
 
That would be for a 2 way street with angle parking on both sides.
