I can't vouch for how good it is, but places like Alternative sell a soil blend for filling boxes, planters etc. They deliver it or you can save yourself some cash by picking up. I've bought/picked up other material a yard at a time from them and it's worked great.
The city also sells compost on the cheap, so of you have access to soil, you can blend it with compost and a bit of sand yourself. Also, look online for tips on filling beds with wood/logs at the bottom etc to education how much fill you'll actually need.
I fill new beds and my pots with a combination of dirt from my dirt pile (over bought topsoil years ago and slowly using it up), plus compost and whatever organic matter I have around. I make my own compost built from reclaimed pallets.
