It literally is self-funded. Hence why it's bleeding money. It's basically a business owned by the government, but receives no money from the government. It turned a profit pretty consistently before 2011. It has turned a profit several years since then, most recently in 2017, according to Wikipedia. It would have turned a profit in 2018 if it wasn't for a labour disruption (i.e. strike) and a pay equity payout.
Fun fact: Canada Post has a monopoly on all mail under 500g. It's illegal to anyone else to compete with it for that segment of business.
