Hi there I am trying to find labor standards for....  
Commuting to work.... storm conditions and can't make it into work.  
Employer forced you to use a holiday day to cover the day instead of no pay for the day. Is that allowed in manitoba?

Check with your company policy book. In mine, it states that employees may use holiday time or un paid day.

Bad Weather or Storm Conditions:  
There is no legal requirement for an employer to provide time off or compensation if an employee cannot make it to work due to bad weather or other storm conditions.  
 
Employer’s Discretion:  
In such cases, employers are generally allowed to decide whether to excuse an employee for not being able to come to work due to weather conditions. This decision is usually based on company policy.  
 
Job Protection:  
However, employers cannot penalize employees for missing work if it is out of their control, especially when safety concerns are involved.  
 
Safety Concerns:  
Employees have the right to refuse work that would put their safety at risk, such as driving in dangerous weather conditions. However, this doesn't automatically mean they are entitled to paid leave for the day.

I would imagine it depends on your employer or contract.  
 
For mine if we cannot make it due to weather we can reserve a few vacation days to use. OR you owe back a shift as per contract you were to be there to work and vice versa they owe you the amount of shifts fulltime/part time hours your position is.
