What dentists in Brandon are accepting patients for this plan ?  
I looked under provider search tool only one listed  
are their other dentists accepting patients and are just not listed ?

Chancellor Dental accepts the plan. You would have to call to see if they are accepting new patients.  
 
My understanding is that dentists/dental offices no longer have the option to choose to participate in the plan and that all offices now accept and bill to the plan. Can someone confirm?

Brandon Smiles Dentistry does.

I don't believe it was ever about accepting or not accepting the plan, the delays have been in updating systems to accept the plan.  
It took a while for Brightside Dental on 6th street to get their system updated but they definitely accept the plan.  
My mother has had work done there twice, both times covered (not 100%) and they submitted her new bridge replacement paperwork before any work is done so she'd know how much is covered & how much she'd have to pay.  
So far it has covered $1750 of the $2000 worth of work she's needed.

The plan is also not 100% covered, and is based on your current household income. Do not think this is a 100% full funded plan. Just because a friend may have 70% coverage, doesn't mean you do. There are out of pocket expenses that you need to pay your dental office for cost of difference and I believe CDCP plan doesn't match the provincial fee guides.  
 
This is example purposes only:  
If a friend household income is 50K, they may have 70% coverage on their dental expenses. But the next person that has a household income of 85K, will only get 20% coverage on their dental expenses.
