In an extremely poor visibility situation would you not prefer to actually see an inkling of some kind of light versus not seeing anything at all resulting in a collision ?
Having driven in countless white out conditions over the years I know that I personally prefer to see flashing orange lights ahead or behind me, but everyone feels different about things.
You state that your first thought when you see 4 ways on is that someone is parked or stopped, at least that way you have an inkling of warning that something isn't right, and that's always better than having no clue.
