I have tried many different sites and I'm either over qualified or not the right fit for the job position I was at but the boss told me I would get a good report on any upcoming jobs if they are on the resume and the new job wanted to contact them. (Depending length time working with them, if it's the probation of 3 months)

It all comes down to the area of expertise or field you are in.
In-home care is a fast growing field, and will definitely require transportation. So, unless you plan on working in an institution, you should be expected to provide your own wheels.
You won't need a car if you have a background in Business Admin, or accounting. Many of those jobs are even work from home.
If you are in sales, expect to have to travel, especially if you work in parts (Wurth), or in the Agriculture industry...there's a ton of travel involved.
There's also always government jobs. You can work for the province, MPI, MB Hydro or the Office of the Fire Commissioner (OFC). Most positions at those jobs don't require that you have a license.
