It's a good question, but there are many reasons. The ground hasn't even gotten to the frost line thawing yet. It's rainy season. Doing all that repaving and filling will be a waste of time because doing it when water is still seeping in will just ruin all of the work, plus, the temps still aren't warm enough for the mix to dry and set, which means there is still expansion and contraction of materials which ruins them if they are set too early in the season. I could be wrong,but from what I've been told, most roads are done with a Bitiminous mix, which needs proper warm temps. Winter repairs on roads with pipe burst repairs are a different type of hard mix that isn't meant to be used for regular road use, which is why they don't use that for all season, and why Bitiminous is used regularly. City folk always complain about roads. Be thankful you don't deal with country roads and frost boils, washboard roads all season, every season, and 60 foot mud ruts everytime it rains, lol.
