Just wanted to give a heads up to anyone in the Alaska Bay/Rosser Gardens area about a guy in a red cowboy hat. I've seen him twice now on the weekends walking around with his phone recording or taking pictures of license plates. I don't know if it's illegal or anything but just seemed really odd.

No, honestly I haven't. Wasn't sure If I was overreacting or not. If he's out there again, I will.

Might be weird, but not illegal. If the vehicles are visible from public view, there is no expectation of privacy.

It is not illegal to take pictures or video of adults. Go out. Be visible to him and start taking pictures of him or better a video.  
 
Just to annoy him. Maybe paste on social media.  
 
A thought perhaps he is doing some record or study on parking. Who knows?

Is it possible he is working for the landlord? Maybe he’s keeping track of vehicles that haven’t moved in weeks or months for the landlord. There has also been a fair bit of drug/criminal activity in those apartments over the years so maybe he’s reporting vehicles he believes are suspicious to the landlord or police. Idk definitely seems odd but maybe there’s a legitimate reason for the odd behaviour.  
 
Either way maybe let your landlord know about him

On a public sidewalk, parking lot, or in a public building  
Yes, you can walk into city hall and take videos and pictures of the staff as they work. Or make a video of the police as they work. You're just filming your employees as they work.
