What happens is that this apartment building management does not provide with visitor parking spots, there are some empty ones but apparently those are for rent by the tenants with more than one vehicle, the thing is the street on which these buildings are located does not allow parking at any time so where are visitors supposed to park a couple blocks away? What does the city law or neighborhood act say about this? Does anybody know?

Basically, for small apartments (under 51 m2 or 550 sq ft), no there is no requirement for visitor parking, just one space per unit. Over that, there is a provision for 1.5 spaces per unit, with 10% assigned as guest parking. But the builder/owner can apply for a variance, which I've seen notices for.  
 
So your answer will depend on the size of the units, the number of spaces required, what that 10% equals (does it always round up, does it round down etc?) I don't know) and whether there is a variance in place.

Parking at apartments is assigned and tenants are paying $25 + per month for. Do not park there even if the spot is empty unless there is a sign saying visitor parking. Saying that there is no parking within 2 blocks of the apartment is not an excuse to park at what one may think that is an empty parking spot. Tenants are responsible for their guests actions which does include parking. The vehicle can get towed at the owners expense.  
 
As for the city by law part of it, the previous post likely is the correct answer this.
