You're right, of course, but there's also the difference between being on time and being late.
For example, I drive down Rosser multiple times a day. If you get behind someone lollygagging, you miss the lights. And if you don't drive at an appropriate speed (i.e. something resembling the speed limit), you miss another light. And now you've added 3-5 min to your trip. Add another 3-5 min somewhere else, and now you're 5-10 min behind. This is not uncommon.
So it seems somewhat ridiculous that a town that only takes 10 minutes to drive across at a normal speed can potentially take twice that if you get behind the right slow person, miss lights, and these days, encounter surprise construction. It's very frustrating.
