Don't think you can have it at a bar if your friends are under the age of 18. Just a hunch.

You can rent these rooms at Victoria Inn, maybe the Royal Oak as well? And you basically have the room for the day/evening can bring in your own food, drinks etc

If you read the message properly she said she has friends under 18 and so a bar wouldn't work bc she wouldn't be able to invite them. She was looking for other suggestions.  
 
I'm not sure about renting rooms but what about an activity like the escape room or fun time pottery?

Any reputable business or community center will not serve under age people risking their liquor license. Your party would have to be at a private residence.

You would need a liquor licence I would think if having alcohol but Riverbank Discovery Center has a room they rent out. Or a community center?  
 
Hospitality room in a hotel you could bring your own food, alcohol.  
 
Restaurant such as the room at Blu?

A restaurant that serves alcohol and has a private dining room would be the best fit. Underage drinking is still not allowed, but everyone can attend. Blu comes to mind for private events. Some places have booking fees, while others won't charge if everyone is eating off the menu. Call around and find out. But, book now. Christmas party season is around the bend, so bookings will be scarce.

Book a lane for later in the evening. You can all bowl, order food, and those who want to have drinks still can.
