A cookie is just information that a website stores in your web browser and then that website can retrieve that information back when you access the website. There are many uses for cookies.
Typically when you log into a website a cookie will get stored so that everytime you load a page on that website, it knows you are logged in.
Pretty much every website these days stores some kind of information in a cookie, and there may be some legislation in places that have influenced websites to require acknowledgement they are doing this. On these you just have to accept and they will place a cookie, as long as your browser settings are not blocking it.
If you need a login cookie to be able to access, first you should use the login form to log in on the website. Depending on the website you may have to pay to sign up. But a cookie is just a tool used in the background, not the thing you need to pay for.
