I am looking into starting an online auction website, or an e-commerce store and have NO webpage/site development skills. Looking for someone to explain basics to me, and then hopefully design and get me started.

Often I see names like square space or wix or word press on sites that I frequent. I would start with playing around on their templates and see what feels right for you.

I use WordPress to run 2 different domains (one a blog, the other a place to showcase my paintings). Though I have never used them as a store, they have plenty of templates available, and likely plenty of help too.  
 
Google also does hosting, so that may be an option to.  
 
As for who NOT to, Go Daddy. Call that one a very expensive mistake. And an annoying one too since they ended up tying up the .ca domain I wanted to later migrate to WordPress.
