Cheapest Internet Service Provider

I'm not looking so switch my internet service provider but I know someone who is and they were wondering about who has the cheapest package in town. They don't care if it's slow, they just want to use who ever is cheapest and not MTS or Westman. They don't want to deal with either of those companies for whatever reason.
So in your opinion who has the cheapest service package in town?
