They have been installing the wires for years in new housing and when running new lines to older homes they will run a fiber wire. Lots of it out there just not a big demand for it or too expensive. It's probably the first causes the second actually.

copper service reaching current residents now and if they have working HSI and/or TV doesn't make financial sense to replace network with fibre. As new developments are established the newer technology going in since nothing there already.
