Formatted an old PS4 hard drive for external hard drive, anyone?

I got brave and replaced my PS4 hard drive with a much bigger one all on my own. The PS4 works fine. I am not super tech savvy but I am unafraid with good guidance.
Now I have the 500 gig hard drive I have put in a casing and am struggling to format it. The drive is not recognizable in my computer but I can see it under disc management.

I find it under device management and drivers are up to date. "Change driver letters" is darkened out so I cannot do that either.

And I could not delete partitions (there are several all healthy) because "the rpc server is unavailable"????
I think I am getting in over my head. Any suggestions cuz my frustration level is escalating. Lol
