Who sells this Walmart? What cost? How does it actually work ?

Chromecast is an enlarged thumb drive-sized dongle that plugs into a modern television set's HDMI (High-Definition Multimedia Interface) port and allows you to stream (or rather cast) media from your existing computer or mobile device through your home WiFi network and onto your TV screen.  
 
We stream our movies from a laptop to it and from android tablet. If you used Google Chrome you can cast (meaning you can send wirelessly) anything you see in your browser or it will 'mirror' PC, smartphone, or tablet screen and works with many apps that used Chromecast. Great when you want to share media with family and don't want to drag out the wires.

Very useful. You can also configure your TV as a 2nd monitor for your laptop using Chromecast. If you intend to stream 4k content, buy the Chromecast Ultra. Cost more at $90 but make sure your wireless router supports the 5ghz frequency.

staples is where I got mine 3 years ago

I've used chromecast for a few years now, and sometimes the unit does not see its casting destinations. I plan on getting a length of HDMI cable for when that happens. Overall, it's not bad.
