Degraded Internet performance on my computer

Has anybody else who is an MTS Internet/TV customer noticed that the net has really slowed down in the last while? Initially I thought it was just Facebook's server getting sluggish, but now it seems every web page is slow to load or refresh, and the television service is also experiencing glitches. Channels randomly drop out with signal lost messages.
