Celeron processors are just fine for regular computer use like web browsing and word processing, video streaming, stuff like that. (gaming and other over intensive programs that your son will not be using like drafting software, etc).
There is also nothing wrong with a 4 GB system, if your just doing basic things as mentioned above.
With about a 300$ budget there is no way you will find a new laptop with a SSD, 8 GB RAM and an i5 processor, which isn''t necessary for a Grade 9 students needs.
If your open to refurbished options you may find something in your price range at Geekz or Brandon Computers.
The only issue I see with the HP laptop you are looking at is the 32GB SSD hard drive. You want to look for at least over 100GB for hard drive space. Other than that it will fight your son''s needs no problem.
After about 2-3 years all laptops slow down, so don''t expect a 300$ laptop to last much more than that. Just do your research on whatever you decide to go with. Check the reviews and definitely get MORE THAN ONE OPINION. It great to see that you are reaching out to others to get different perspectives.
