I see what you're getting at here. But I'm unconvinced this is in the same league. Back room deals and back scratching is very much part of politics. While he didn't technically break the letter of any law, he definately broke the spirit of it.
Also, I intensely dislike how he's handled it. He could have disfused it weeks ago by just taking the high road and saying, "Yes, this is what we did and maybe it wasn't the right way to do it but I was trying to save jobs." There would have been initial backlash, but it would have run the 24-hour news cycle and be over with. He could have even probably gotten away with basically demoting her had he just admitted it.
Instead, we get this continuing song and dance about how none of it happened and the double-speak regarding his version of events ("disgree with characterisation" = I don't disagree with the events?, similar to when she resigned and "her actions were not consistent with conversations in recent weeks" = she didn't do what she was told?).
