But all 4 would have to be preschool age, how many people have 4 kids preschool age? I'm sure it happens occasionally but even then how long would they all be preschool age?

But if you want, if the 4 children are between 7 and 18 years the amount is still 21,600.

You are right and that is disgusting. Not only from a waste standpoint but you also get people raising kids as a source of income and they don't make the best parents usually. Sadly most of those kids will end up on welfare too statistically.

Not sure where you are getting your net income numbers from but a single person with no dependents would net approximately $29000 if they grossed $38000 annually.  
 
For each dependent there would be an additional deduction as well as an equivalent to spouse deduction that would basically eliminate all income taxes payable.  
 
When you are making an argument, it really helps to have your facts straight.  
 
As far as your claim that employee wages are not the problem, is it your opinion that MP wages, expenses, and pensions are the only place the Federal government wastes money?  
 
Government waste (federally, provincially, and locally) exists from top to bottom and from one side to the other. It needs to be acknowledged as a problem and their needs to be a serious change in the culture of entitlement.
