Starting a Biz while on EI

Just wondering if anyone can help, cause EI literally gives the run around. I was told by EI that i could start a part time home based business if i fill out this form and claimed my income. Can't find the form or any info on it at all. Called the office and got told to phone 3 different #'s and the 3rd was the original 800 # i phoned in the first place(talk about a run around). If anybody knows anything please HELP!!
