New merit system for MPI insurance

Looks as tho mpi is coming out with a new way to give out merits, and give demerits.
"A new program for setting driver’s licences and vehicle premiums that will save Manitobans nearly $1 million in driver premiums will come into effect March 1, 2010 announced Manitoba Public Insurance’s CEO and President Marilyn McLaren."
Looks like instead of 5 merits, there will be 15. Instead of 2 years of good driving to get a merit, it's only 1. You get a ticket or at fault accident it's 5 demerits.
