first of all parents have the right to keep kids home if they feel the weather conditions are not safe for their child.
2nd this is Manitoba, it gets cold here, life still goes on, most people still go to work and some even work outside no matter what the temperature. I work inside but walk 2 to 3 miles every night, even on the coldest nights.
Parents need to teach their children how to dress properly for cold weather. It can start by playing outside for short periods of time, perferably with the parent outside with them monitoring. Keep extending the time and they will learn how to dress properly for the weather and how to deal with cold.
I am not suggesting sending a grade student out on a 2 mile walk to school, bythemselves. But a parent who spends real time engagement with their child should be able to judge the if the maturitly level of their child is sufficent to tackle the cold.
