Some ideas

A few ideas:
We were at the Air Training Plan museum up by the airport a few weeks ago with the 3, 6 and 9 year old. We had a blast! There was quite a bit of interesting things to see and do there, and the staff were wonderful.
There's also the artillery museum in Shilo. I haven't been there in a few years, but it might be interesting to take in. There's also a spray pad, an indoor pool (General Strange Hall), and some parks out there that are fun.
Bowling alley is open. They have both 5 and 10 pin.
There's some exhibits at the art gallery to go see. There's no admission charge. While there, head down the library. We can easily kill and hour or two with those 2 activities.
Funtime Pottery is probably open. You can do an art project with them!
Go explore the Riverbank. It's generally a bit cooler down by the water, and the Ducks Unlimited building is interesting.
Fun & Games is open everyday. I've never been there so I don't know costs, etc, but that's an option.
We sometimes go to MacDonald's up on the hill and I let the kids pick an item from the value menu (also, cheap drinks right now). Then we stay and play (usually good for an hour).
If you have a car and are feeling adventerous, the beach in Minnedosa is nice (and free). We also will take a little hike over the dam and over the swinging bridge (which I didn't know existed until this year).
The pools in Souris and Wawanesa are also both still open as far as I know.
