Costumes

I have always been a huge fan of trick or treating and went out with friends until I was 18! I have no problem handing out candy to everyone however I thought the point was to dress up!! I had every age 1 to 40+ I swear there was a group of 40+ adults at my door but they were all in costume. My problem is the people with a pillow case and no costumes! I had about 10 people not dressed up, some teenagers and about 3 30ish adults! I found this very rude! I just wonder what people do about people without costumes?
