Trying to find out where to look up the codes required for a few specific things and when a permit is required.  
Such as dimensions for egress basement window. Or more information on Windows codes in general  
 
Assume that it needs a permit if the width increases but not necessarily if there is an old existing window that needs to have more height.  
Also info on stairs, width, riser height, etc.

If you call the city, they are generally very helpful. I've called them in the past and they've gone over things with me and even emailed me documents.

15" of clear opening width and a total of 544 sq in of total open area, so if you have 15" of clear opening width you need about 36.26" of open height.
