Can we now use and get emptied the green compost bins?

"Note: due to the current situation, there will be a delay to the start of the Green Cart Program. Once we have a firm date on when the program will begin we will announce it at that time. In the meantime, we ask that all residents with green carts NOT place their green carts out in the lanes or the front street for pickup. Green bins will be available at the depots Tuesday, April 7th for the public to use."

Have used my green bin all winter for cores, skins, peels etc. You know potato peels, orange skins, apple cores.  
It's about 3/4's full, does flatten tho. So still room for much more.  
Been watching for date on pickup also, cuz if it gets warm and stays warm, will be attracting flies, bugs, wasps etc.  
Thankful my pickup is in backlane, as the bin is very close to the backlane road, so pests dont' come near my backdoor.  
Well hoping.  
That waste is gr8 for the city compost, that they use to give away, not sure if they still do.
