Im looking for someone who has experience with by law enforcement that could give me some pointers.  
 
A synopsis: I live outside of the city limits but across the street from a property that is used for a construction company. Ive asked by laws to enforce the bylaws for their zoning to try and cut down on the noise and traffic in the area. This is after we have approached the owner about the mess on many times. By law is not enforcing and further more we received a notice that a variance for this property is going to council.. Like I don't know what to do. Not sure if a lawyer would help?

Quick question, did you move into a house that happened to be across the road from an existing construction company or did someone move a construction company in across from you ?  
 
Not sure if its really relevant or not, probably not in the eyes of bylaw officers but it could be a factor.

Maybe try going to someone at City Hall and let them know what is going on. The area councillor maybe??  
Take lots of pictures and videos as it sounds like the construction company doesn't give a crap!

Other was... I’m sure city hall knows about the activity as we have had many conversations with them and the owner. We were surprised to receive a notice of variance application.. all we wanted was to have noise reduced and that meant that the land usage needs to be used as bylaw says. I’m rather tired of listening to the BS .

You must be in some jurisdiction. If you are within Brandon City's boundary the variation will eventually go to the Brandon Planning Commission for approval. You can make written and in person submissions to the Commission in support or opposition to the application depending on what it is. Maybe they are asking to vary a fence height requirement to give you more protection. Variations are usually granted to resolve a problem so your input will be important.

Would be interested to hear if you get any resolution. I've been working at home and there is a construction project going on behind me.  
 
My house is always rattling, dishes shaking in the cupboards, constant beeping from back-ups and rumbling from the equipment. Starts at 7:30 am and goes until 6. Sometimes they work weekends - yay! I haven't called by-law because I assume they are within the laws, but it is very, very annoying.

Then the City of Brandon is not responsible for bylaw enforcement.  
Contact your municipal office and get information from them about bylaws.
