The short answer is no.
The longer answer is no because of ratios.
Wood fences, as a general rule, require the posts to be set half as deep as the fence is tall. So a 6-foot fence will need 3 feet underground, resulting in 9 foot posts in total length.
Chain link require only a third. So a 6-foot chain link will only require 2 feet under ground, for a total post length of 8 feet.
A 4-foot chain link should only have approx 1'4" underground, assuming they set the posts to the correct ratio. So you would not even get half the correct depth.
Also, I'm not sure how you would even build a fence like that, how would you attach your posts and/or hang your stringers etc? Fences are a lot of work, but done properly can last a decade or more and add value and enjoyment to your home.
