Back alley garage

What are the rules with garages in Brandon facing the back alley? How much backing up space should be allowed? My neighbours hog my backing out of the garage all the time and I’ve had enough of it. I have spoken to them twice and have written them a note. They are still not respecting my backing up out of my garage space. I don’t kno what to do. I don’t want to be that Karen neighbour. Advice? The neighbours before these people were respectful about it.
