wooden garden shed

I have a wooden garden shed, that sits on a flat (not angled) concrete pad. The wooden shed has a shingled roof.
Around the base of the shed (where the wood shed meets the concrete), when it rains hard it leaks water inside. There is caulking around, but it does not seem to be holding up? I am wondering it is possible if I used the right caulking when I reapplied it? Some of the caulking was older, so I replaced it. I used silicone caulking that I used also my windows? It says it is okay for concrete?? I think???
Any suggestions as to how to fix it?
