Daughter's friends...need advice

My nine year old daughter has a couple of friends who are constantly mean to her. They get angry with her for whatever reason (good grades, friends with someone else, etc.) and start causing problems for her. They start rumors, tell other girls not to be friends with her, etc. This really upsets my daughter.
She considers one of these girls her "best friend". Yet this same girl gets upset with my daughter and threatens to tell the teacher, guidance counsellor, etc. She (the friend) has even gone so far as to threaten to have her mom call child and family services. Honestly, there is no reason for this other than a threat.
What do I do? The two "friends" go to the teacher(s) and back up each other's stories, leaving my daughter to take the fall.
Because of this problem, my daughter had to take a "conflict management" program at school. I'm so tired of this happening.
I've spoken to the teacher about the child and family services threat and she said nothing would happen.
I'm sorry if my post is all over the place. I'm just really upset about all of this. Any advice would be welcome!
