Woman drags child through store

Did anyone else happen to catch this on dr. phil today? A woman was arrested because she dragged her child (who laid on the floor and asked his mom to drag him around, the backpack is a fluffy pack so it had some padding between him and the floor) around a verizon store. She's being charged with felony first-degree cruelty to children because they said he had visible marks on his neck from the incident.
If you watch the video, he isn't kicking or screaming, and she didn't run into anything at all.
what do you think? people over reacting or justfied response?
