Episiotomies

There are so many pros and cons on these. Are midwives in Brandon able to give them? Is it better to tear and if it looks like it could be a bad tear they can cut you before it becames potentially a 3rd or 4th degree tear? Do most OB GYNs give them. I'm interested to know what % if women giving birth in Canada actually get them.
Anyone heard of the EPI NO a special device to help stretch the pernium naturally 3 weeks before you are to give birth? Anyone use one before? They are very exensive, but money with me isn't an issue especially if it will save me from having an episiotomy.
