Starting a toddler with skiing and skating

I have a 2 and a half year old daughter and I would like to start her with skiing (either cross country or downhill) and/or skating. My partner and I were quite active with these activities before kids and want to start up again.
She is our first child so we aren't sure where to start. Here's some of the questions we have.
-Is she too young to start?
-Should we purchase new or used equipment?
-Where can we find skis, ski boots, and skates for her size
(NEW OR USED) (Brandon or Winnipeg)(we are thinking Sportcheck, A&L, Streamnwood, Source for Sports) any others? We have also heard about the $99 lease program at Gords in Winnipeg.
We are curious to know what other parents out there have done to start their little ones in these sports.
If anyone by chance does have equipment, her shoe size is toddler 7 and she is approximately 34 inches tall.
