Perplexed: Boy takes advantage?

A grandmother raised this boy who is now 13 or 14 since he was 5yrs. old. Keep in mind that this is not the first time this boy has done something like the story im about to tell you. Hence, it appears as if this is a continuing occurrance in this young fellows life.
The Story: This boy needed money to buy something he wanted at the time. His grandmother had not the right amount of cash on her for it. The grandmother had $200.00 in her banking account. This grandmother decided to give this boy her debit card to go and get the money he needed.(?: duh).
The boy cleans out her account and takes off to Winnipeg for the weekend. Sunday night he phones home wanting someone to come and pick him up as he has no money left and no place to stay!!
This gullible woman gets in her car and travels all the way to Winnipeg at 10:30 at night to pick up this boy.
Questions:
What is wrong with this scenario?
What would you have done differently?
Is the boy in question on the road to or is he right now considered a juvenile delinquent?
Should the grandmother have called the police?
Im just perplexed and this is a true story.
